Description

Philip Stephens. Have tried unsuccessfully to purchase two vessels for use as armed ships and fitted for weighing sunken vessels. There is a scarcity of vessels due to many being taken up for transport service. Opine it may be possible to use large ships serving as transports in North America if they can be fitted there for this purpose
