Philip Stephens. Lieutenant Cumming informs us from Cork of his arrival there and that Lieutenant Edgar had made the arrangement for receiving Regiments to embark there. The last of these were embarked and expected to sail on the 7th, which they did. Mr. Cumming has distributed about 200 Hanoverian recruits, who arrived at Cork by order of General Cunningham. There is a surplus of tonnage of transports in 3 ships. Propose making use of these for receiving the 450 recruits
