Philip Stephens. The Portsmouth Officers inform us of a flood, when carrying on the works of the drain between the basin and the old north dock and docking the Resolution and Marlborough these spring tides at high water, with a heavy wind and tide. The Officers are urged to exert every means to prevent further damage and find out the cause of the accident. The Surveyor's 1st Assistant has been sent to assist the Officers and Mr. Templar, the contractor, has also been requested to proceed immediately to Portsmouth to assist
