Philip Stephens. Commissioner Gambier has applied for an order for the entry of John Hooper, appointed by Admiralty warrant, as a Scavelman in that Yard, he being above the age stipulated for the entry of such workmen and not at present belonging to the Yard. As the allowance for Extra may amount to much more than expected, ask if he is to be entered as a Scavelman with Extra or whether to allow him a settled salary, entered on the Ordinary Estimate of the Navy as part of the Academy expense
