Description

Philip Stephens. Mr. Scammell, one of the Surveyors of White Pines in America, has drawn a bill of exchange, for an imprest against himself. Have no precedent of expenses of this nature being defrayed here and ask whether the Treasury should be informed lest more of the same should be introduced as charges upon the Navy. Ask if they should continue to pay Mr. Scammell's salary, whilst the money remains an imprest against him
