Philip Stephens. The Comptroller of the Navy paid off the Florida Storeship at Deptford, yesterday and today the Escorte at Woolwich. He informs us that on his arrival at Woolwich, today he found the Captain absent and should have returned without paying her had he not received an application from some of the men and the Officers assured him his waiting for Captain Foley would be to no purpose as it was their opinion he never could appear in the presence of the ships company. He controlled the payment to prevent incurring further expense to the public
