Extract letter from Commissioner Colby at Gibraltar to the Board. Francis Piper, Carpenter of the Ipswich hulk, has complained that on her arrival here, he applied to Mr. Marsh, the Master Shipwright, to be employed in the yard but was refused even though foreigners were then employed. No foreigners have ever been employed in the yard but Caulkers and some belonging to boats and his complaint is groundless because he is mad, drinks excessively and has attempted to drown himself. He was sent to the hospital and when recovered the Master Shipwright asked for him to be entered in the Yard. This was ordered but when he received his pay he drank again and is not to be trusted.
