Philip Stephens. Francis Piper, late Carpenter of the Ipswich Hulk, is entered in one of the King's Yards until he is provided for. He complained whilst at Gibraltar, Carpenter of the hulk, that the Master Shipwright would not employ him in the Yard and ask for Commissioner Colby to enquire into what he said. It appears he is a mad drunken man and think him a very improper person to be entered in any Yard
