Philip Stephens. Commissioner Rogers reports an inconvenience that delayed the refitting of the guardships at Plymouth, last year, by bringing their crews into the dock, which prevented the Shipwrights from working and fitting the ships. There was the danger of fire as they dressed their provisions and by their candles. There were also frequent embezzlements and communication with the Yards, after hours. Their sentinels and straggling seamen interfered with the detachment and patrols of the Yard. The season is about to start for the docking of the guardships and ask for none of their men or Officers to be allowed into the dock but left on other Guardships or ships in Ordinary
