Propose the Russell, lately launched at Deptford, should be laid up in Ordinary at Sheerness and the Yachtsmen, now navigating the Robust from Harwich to Sheerness, may on their return to Deptford with the Seahorse or Surprize be ordered to assist. It may be possible to spare 90 men from Deptford and Woolwich Yards to make up the number to 250 and they may be continued on board to assist the unrigging and bringing up from Sheerness to Deptford the Seahorse or Surprize
