Philip Stephens. Commissioner Hughes informs us that at the launch of the Europe on the 10th, she stopped, one of the tackles was broken and she could not be moved. They find the ground on the starboard side of the after end of the bilgeways has sunk 4". The ways will have to be new laid from the after end to the Channels edge, the ship is shored but does not seem to strain. Have ordered the Master Shipwright of Portsmouth to go to Leap to advise with Mr. Adams, the Builder on what can be contributed to the security of the ship and for her to be got off
