Philip Stephens. Captain Gambier has applied for dispensation for his accounts for the Severn. The Commissioners for Victualling inform us that neither the General nor Quarterly accounts of provisions have been received according to the Instructions nor has the Purser passed his accounts, without which a certificate is not granted for the payment of a Captain's wages. So opine dispensation should not be granted but there is no imprest outstanding against him and the Boatswain's and Carpenter's accounts have been passed
