Description

John Clevland. Sir Edward Hawke has informed us of the hard duty of the Masters on board his Squadron and propose they are allowed pilotage. When certificates are produced of the Masters of HM ships having taken ships into particular places, allowances are made. In the course of the present war we have allowed pilotage to several of them for Quiberon Bay, Basque Road and places on the coast of France. Opine that allowing Masters a daily pay will not only cause a great expense to the public and but could cause problems
