Description

John Clevland. Have sent a state of the transports in pay here and of those that have gone to Germany. It appears that the transports for Foot were fitted at the rate of 2 tons to a man and part of the tonnage has gone to Spithead. The remainder have been employed in carrying troops to Germany and are now returned. Most of them need cleaning and refitting and propose that the owners should put them into condition for Service and discharge any found to be unfit and taking up others in their room
