Copy letter from James Wallace to the Board. Commodore Smith has directed me to proceed with the transports under the convoy of the Ludlow Castle to Dover road to take in water. It will strain the ships' bottoms if they load in the Peer as it is a dry harbour and to continue here without a ship of war to protect us as the Ludlow Castle has gone to the Downes. The French began, yesterday, with 5 guns from the Sandhills to the East, which battery was dismounted. Reports on the conditions at Ostend saying no boat can come near the shore.
