Folios 50-51. Letter [to Evan Nepean, Under-Secretary, Home Office] from Hewling Luson, dockyard officer of Sheerness, Kent, prompted by the Home Secretary's introduction of a bill to erect one or more penitentiaries, reminding him first of Mr Reeves's favourable comments on Luson's pamphlet entitled Inferior Politics when submitted in manuscript and secondly of his unsolicited statement that Luson would be entitled to a reward if any of his ideas were taken up by government. Luson asks that Nepean should mention to Dundas any ideas in the pamphlet that may be applicable to the proposed changes in the penal laws, and indicates his readiness to work for the government in the establishment of penitentiaries if the bill becomes law.
