Copy letter from Commissioner Cooper at Chatham to the Board. Went to the gate at bellringing, today, accompanied by the Officers, asking the men if they wanted to come to their duty and they all answered 'no' unless they did not have to lower their chips. Explained that was against the orders of the Board and sent for Justice Best who read the Riot Act and they dispersed about 1 hour later. They assembled again before bellringing at dinner and kept the gates shut and no-one was allowed in.
