John Clevland. Omitted to propose a plan for Marines when serving on shipboard and opine they should then be paid by the Treasurer of the Navy on the pay books as the ships are paid. If they are discharged before the ships are under orders for payment, the Captains should make out 5 complete pay lists and send them to the Office so they can receive their wages
