Cumberland to Belle-Isle: the cartel of Frankfurt has been in force since Belle-Isle's release, but Cumberland queries whether the manner of its execution accords with the engagements Belle-Isle gave to Newcastle. He objects to the allied prisoners being returned by way of Verdun, with the attendant delay. Dated at camp at Vilvoorde. ff. 127-129
