Commonalty (commons) of the kingdom of England.

Nature of request
The petitioners complain of the suggestion made by the cappers of Fleet Street, London, in the king's parliament held at York at Michaelmas in his twelfth year [1318], that no capper make, and no merchant sell, hats made of wool mixed with flock, as a result of which the price of a hat has increased from 6d. to 10d., and they pray remedy.
