- The petitioners complain of the suggestion made by the cappers of Fleet Street, London, in the king's parliament held at York at Michaelmas in his twelfth year [1318], that no capper make, and no merchant sell, hats made of wool mixed with flock, as a result of which the price of a hat has increased from 6d. to 10d., and they pray remedy.
