- The petitioners request that the commons with the advice of the lords spiritual and temporal to request the king to grant them a licence by his letters patent to acquire lands in perpetuity to the value of £20 a year not held of the king in order to support the maintenance of the fortifications at the entry into the harbour at Dartmouth, the statute of mortmain notwithstanding. The mayor and burgesses and their predecessors have maintained it hitherto, but their resources no longer suffice and the fortress is in need of repair. The fortress is there to house guns, engines and chains for the salvation of shipping in the haven repairing to the town.
