R Irvine to [Under Secretary] Richard Potenger: none of the letters from France will admit to any damage caused by Admiral Rodney's attack on le Havre, but it has caused panic in Dunkirk. Progress of the construction of the flat-bottomed boats. Captain Thurot is afraid of arrest because of a sentence of parliament against him. Ostend harbour is being sounded, and it is conjectured that some frigates may rendezvous there. Dated at Flushing. ff. 164, 165
