'Thoughts on the Situation of the Free Colour'd People in the West Indies, and of those who have pretensions to Freedom'. Forwarded by Colonel Brownrigg who attributes it to Frederick Maitland, an army officer in the Leeward Islands. [See CO 166/1/3 for another copy.] Pages 583-589.
