Reports the objections made by the members of the Legislative Council to the proposed change in the council's constitution. The change would have seen a separate Executive Council, confining the Legislative Council solely to legislative functions. Encloses a letter from Attorney General S Brownlow Gray, and copies of the opinions of Joseph C Yates, Eugene [?] Harvey, and Thomas Wood.
