The petitioners state that Hugh Clergenet, John, son of Richard Clergenet, John Shrowde the elder and William Shrowde, son of John Shrowde, with others, disrupt their court in Richmond, maintaining quarrels pleaded in the court and insulting the Bailiffs and the parties, so that justice and execution of the pleas cannot be done; and that they go about the town by day and night, disturbing the peace and intimidating people, so that the Bailiffs do not dare to arrest them.
