Forwards printed copy of address delivered to the Grand Jury by Mr Lushington Phillips, acting chief justice, on closing the special commission on 21 October [the case of the shooting of Joseph Brathwaite; see also CO 321/11/5, 9 and 20]. The governor states 'this important address is almost entirely devoted to a grave miscarriage of justice. In every case in which a white planter was accused of shooting a Negro, the Grand Jury threw out the Bill'. With cutting from The Times [of London] of Wednesday 15 November on the Barbados riots.
