Alleged disturbances and agitation respecting confederation. Colonial Office minutes only in item giving 'paraphrase' of telegram stating that the Inspector General of Police has reported officially that the agitation is caused entirely by the resident planters and the attorneys of absentees trying to rouse the 'native' population against the government.
