Confederation: 'paraphrase' of telegram in Colonial Office minutes reads: 'I have spoken to the Legislative Houses respecting confederation: strong popular feeling in favour of it; Late Executive Council being angry at new Commission and Instructions oppose me. I request the appointment of Augustus Briggs, late speaker, and the Auditor General to the Legislative Council to secure a majority'.
