Explains that due to saving made by changes to the mail contract with the Quebec Steamship Company, for the mail service between Bermuda and New York, the Bermuda Government should be able to make a considerable contribution to the subsidy for the proposed telegraph cable; encloses correspondence between the Postmaster General and the Treasury.
