Nature of request
The petitioners state that although in the last parliament at Westminster, it was ordained that the executors of the testaments of Henry IV and Henry V would by authority of parliament have power to pay all those with tallies for loans to these kings, or for payments for their Wardrobes, Chambers and Households, as they had not been paid as those with debentures had, those with debentures or tallies from the Treasurer or Receiver of the Chamber of either of the late kings can still not receive payment from the executors, because the Treasurer or Receiver of the Chamber did not account in the Exchequer of either of these kings, or of the present king, but were accountable only to the king in person. They ask the commons to ask the king and lords to ordain a remedy that would allow those with such tallies or debentures to be paid.
