Nature of request
The commons complain that many people arrested for treason, felony, Lollardy and such crimes, are sent at the King's command to the Tower of London and other castles, where they remain a long time without any process against them; which is very expensive, dangerous to their keepers, and likely to encourage other malefactors. They ask the lord to ordain that all such prisoners in future might appear quickly before temporal or spiritual judges, as the case requires, and either be released or be punished.
