Nature of request
The people of Kent submit a petition which they delivered to the parliament held at Westminster in the fiftieth year of Edward III's reign, stating that although many of them hold nothing of Dover castle, and it has no jurisdiction over them, they are constrained to answer before the ministers of the castle in pleas of debt, trespass, contracts, and all other personal pleas which belong to the king's court, and those of the other lordships of franchises, by means of which they are being ruined by the catchpoles and other ministers of the castle, and requesting that these new customs be revoked, and the castle keep to its former liberty. This petition was endorsed in these terms: 'The ministers are not to have jurisdiction outside the fee of the honour of Dover castle, nor are they to make process by capias outside the franchises of the Cinque Ports'. They request that the king endorse the petition in the same manner, so it might be published, affirmed and observed, and so that those who feel themselves harmed in this way might be aided by this statute, as law and reason demand.
Nature of endorsement
This bill is to be sent to Chancery, and there, when the justices, the king's serjeants, and any others who are to be called have been called, justice is to be done on this, on the advice of the great council.
