Nature of request
The Lombard merchants state that the ordinance made in the last parliament, that there should be no exchange between merchant and merchant or others, seems to them to be to the great prejudice and harm of the king and his realm, because wools and several other merchandises of England are not sold as well as they were, nor can they be without exchange between merchant and merchant - as is done in all good cities and towns in the world. They request that the king and council ordain a remedy, both for the king's advantage and the ease of the said merchants.
