Explains that it would be useless to ask for an annual grant from the House of Assembly for a steam launch for the Governor's use as its use was seen to be more for his role of general officer commanding the troops than of governor. Adds that he will defray the annual £200 maintenance cost himself during the period of his military command. In response to despatch no. 46, 25 October 1878, which advised that £600 would be available from the Quit Rent Fund for the purchase of a launch and that the House of Assembly should be asked for the sum needed for yearly maintenance.
