'Thoughts on the situation of the free coloured People in the West Indies and of those who have Pretensions to Freedom'. Argues that these people form a link between the whites and the slaves. If the white population allows this tie to be broken, the free 'coloured' will join their interests with the slaves and the whites will become the common enemy of each. Discusses attempts made in various islands to avoid a major increase in the free population by restricting the granting of freedom, and which have, in Martinique, led to a situation where slaves 'illegally' freed by an owner remain liable to being seized by the owner's heir, or by the government. No date or signature, but annotated 'Martinique, 28 December 1800'. [An additional copy at CO 166/1/85 identifies the author as Colonel Maitland.] Folios 10-13.
