Extract from minutes of the Privy Council meeting at Saint-Pierre, Thursday 11 December 1800. The Council gives a decision about a difficult case to the Governor. It deals with the insurrection of 'coloured' people led by Jean Kina, which lasted a few hours, before the insurgents were forgiven and allowed to go back into the city of Fort Royal by the Commander in Chief despite the repressive law of the colony. The Council details the principles according to which the insurgents should have been punished, but refuses to question military authority. However it stresses the necessity of reaching an agreement between the military and the civil authorities, and advises the Governor to be on the best possible terms with the Commander in Chief who is respected by the colonists.
