Report of Lord Loughborough on Nicholas Goddard, seaman, convicted at the Suffolk Summer Assizes in 1784, for a burglary. Grounds for clemency: after further investigation the judge is disinclined to believe the evidence which led to the prisoner's conviction (as it was not within the prisoner's power to produce evidence as to his innocence) but is concerned that 'there is great Danger in reviewing Cases out of Court upon Evidence not produced at the Trial'. Initial sentence: death, respited. Recommendation: discusses the use of a free pardon, although admits there will always be divided opinion as to his innocence; the crime for which he was convicted 'was one for which there is seldom any Place for Mercy', and because of this (and the prisoner is a seafaring man) it may be more expedient to pardon him on condition of transportation.
