The Committee was set up in 1948 by the Minister of Town and Country Planning, under the chairmanship of Sir George Schuster, "to take account of the present and prospective scope of Town and Country Planning and to consider and report what qualifications are necessary or desirable for persons engaged in it and to make any recommendations affecting those persons which appear to the Committee to be relevant"
