Description

Folios 85-87. Board of Trade from Whitehall to the King. Report upon the complaint of Mr. Donovan, agent to the contractors for victualling his Majesty's ships at Jamaica, of being under prosecution there for having imported from Barbadoes a quantity of rum and caused it to be distributed among the ships of his Majesty's squadron at Port Royal without paying the duties which, by the Act lately passed in the Assembley of Jamaica, are chargeable on imported spirits. They state they have discoursed with the agent of the Island, heard what the contractors had to offer, and made enquiries of the commissioners for victualling the navy, who are of opinion that his Majesty's ships in the West Indies should be permitted to have supplies of spirits from other places without paying any duty. They cannot, however, propose that the act in question should be altered as desired by Mr. Donovan, it having ever been the custom of his Majesty's predecessors either absolutely to accept or reject all such Plantation laws, but they consider that Mr. Donovan may be granted a noli prosequi. And to prevent any like disputes in future they propose that the Governor of Jamaica be instructed to recommend to the Assembley the passing of a law for exempting from payment of duties all stores and provisions whatever at any time hereafter really and bona fide imported into Jamaica for the service of his Majesty's Royal Navy.
