Folio 241: St. Paul to Rochford. Reports the preparation at Brest of a fleet of 3 frigates, 6 corvettes and 3 cutters, under command of de Guichen, said to be for exercises but victualled for 4 months. He comments on Spanish arming said by Vergennes to be used against the Moors. St. Paul believes a considerable force could be destined for the West Indies or Brazil, where, however, the Portuguese are now stronger. The chevalier de la Vallière, commandant general of St. Domingo and the Leeward Islands is to be succeeded by Ennery. He reports on the reorganisation of the Irish brigade, on a meeting in Madrid to duscuss limits between France and Spain and on the state of the Trésor Royal. Rumours of preparations at Toulon and Brest and the presence of Estaing and other naval officers demand vigilance. He comments on reports about Poland, Russia and Prussia and Austria and Turkey.
