Folio 11: Extract from letter [delivered by Garnier]. The purchase by Prussia of the balliwick called Hessen and of the big road, which crosses it, known as the Hessendamm, is not yet completed and negotiations are in secret. The object is to prevent smuggling andto control the routes from Leipzig to Luneburg and across the Harz. But gradually the control of the Hessendamm could open the way for routing trade through Amsterdam and the Rhine. The king [of Prussia] moves step by step, unnoticed, until he can suddenly reveal his plan. The purchase of the Hessendamm could cut the route by which English, French and Dutch goods avoid Prussian customs. Enclosed in f.9.
