Folio 1: Rochford to Stormont. He is to inform Aiguillon that, although Britain never insisted on the rigorous execution of treaties, she had never given up her rights under the Treaty of Utrecht and subsequent treaties about the harbour at Dunkirk. Repairing to a greater length the old quay is a flagrant breach. He is to demand immediate suspension of the work. He encloses Bramham's report. He is not to give [the French] a copy. Encloses further papers as listed in f.5.
