Description

Folio 291: Harcourt to Rochford. He comments on France and the Portuguese treaty of commerce. Clermont has talked with Aiguillon and Boynes. Simonin, French consul at Lisbon, is expected to `baffle all the designs of the English'. Spain is thought to have urged Portugal to withdraw exclusive trade privileges from the English. France wants Spain to take the lead but Spain still has ill-will towards the present French administration and would want some of the profits France hopes to gain from underselling the English. 3 frigates are to take stores and some of the new Marine Corps to the French islands. Boynes is keen to get 5 million from the clergy's grant to the king in order to repair his ships. A dispatch from St. Domingo may give details of a French-Spanish expedition not now to be embarked upon. Monchaton has sailed. He refers to the fleet at Brest, to Pondicherry. His African intelligence comes from a different source. Boynes has an estate in St. Domingo and wants to be better supplied with negroes.
