Folio 199: Conway to Richmond. Comments on f.168. The objective at Dunkirk is the total destruction of the port for warships and privateers, not the port marchand. France must honour her treaty obligations. The cuts made so far are ridiculously small. France is prevaricating about the Canada bills and does not realise the seriousness of the situation. Brown has been harshly treated. D'Eon is in the power of the law.
