Folio 37: Hertford to Halifax. Praslin said that there were 15,000 foreigners in Dunkirk, making up half of the inhabitants and necessitating strict police control. In fact only 8 had been expelled. Brown was an old offender. Encloses copy of memorial about illicit French trade in the West Indies delivered to Praslin [f.41]. He is informed that Turkey will not acknowledge the King of Poland. Turkey is arming in Asia against Georgian princes and round the mouth of the Danube. He has received another request to administer an oath of allegiance.
