Dutch putting their fleet into order so as not to fear England's navy. Charles II in dire financial straits and has borrowed £2,000,000 from the City of London; he is seeking peace between Spain and Portugal. Gamarra is at the Hague instead of in London, and pursuing an alliance with Austria or the Empire; overtures made by giving satisfaction to Cologne and Neuburg. Dispute between Brandenburg and Holland. No foreign minister wanted by Poland at the Diet of Warsaw, but the Emperor has sent a representative.
