Folio 428: Sir John Hort to Earl of Hillsborough. Exchange of Spanish prisoners proceeding smoothly in some places and not so in others. Over sixty military and other British officers captured by the Combined Fleet on the 9 August, have now been released `under separate and unasked paroles, not to serve against Spain, all mention of France or America being omitted'. A legal and administrative hitch has developed in his procedure for arresting and returning naval and merchant-marine deserters in cooperation with Portuguese magistrates which has functioned satisfactorily hitherto. He is trying to get this problem straightened out.
