Folio 370: Secret and Separate Instruction for Lord Tyrawly as Minister Plenipotentiary to Court of Portugal. Is to investigate the complaints over the seizure of contraband gold from an officer of H.M.S. Lime and similar actions, and is to demand satisfaction for them if they are found to be justifiable. Is to point out tactfully that Portugal's unfavourable balance of trade must necessarily be settled in gold, which should therefore be regarded as a commodity. Is to report in detail on the state of Portugal's armed forces and on Portuguese foreign policy.
