Folio 87. Memorandum by Harrach handed to the electoral ministers at a conference on Feb 11/21, ad statum protocolli. Gives, by order of the Emperor, an assessment of the military situation prevailing throughout the allied forces with regard to both manpower and matériel the persisting lack of which is emphasized. Refers, in particular, to the contingents contributed by the landgrave of Hessen-Cassel and the Bishop of Münster. Suggests that the Elector of Saxony be moved to let one part of his troops operate on the Upper Rhine, the other in the Netherlands or in Italy.
