Description

This section concerns the Trade Boards TB TBD TBI TBM TBP.

Since the setting up of Trade Boards was preceded by an enquiry, the files contain much information on conditions in a wide range of industries. Under 'Committees' are included papers of the Cave Committee of Enquiry into Trade Boards in 1922. Individual Trade Boards are listed under 'Wages Boards and Councils'.

Docket books LAB 7/262-276 contain special file series as follows:

  • LAB 7/262-263 - TBD Trade Boards for Distributive Trades. 1919-1922.
  • LAB 7/264-270 - TBI Trade Boards Inspectorate. 1917-1937.
  • LAB 7/271-275 - TBM Trade Boards for Manufacturing Industry. 1919-1922.
  • LAB 7/276 - TBP Trade Boards Personal files of appointed members of Trade Boards. 1921-1937.

Administrative / biographical background

Trade Boards were first established under the Trade Boards Act of 1909 and were the responsibility of the Board of Trade until 1917 when this responsibility was transferred to the Ministry of Labour. Trade Boards in controlled and government establishments were superseded during the War by the wages orders of the Ministry of Munitions. The Whitley Committee Report in 1918 recommended the establishment of Joint Industrial Councils for the well organised trades and the extension of Trade Boards for the less well organised. Under a new Act of 1918 the Minister of Labour was empowered to establish Trade Boards in any trade in which in his opinion no adequate machinery existed for the effective regulation of wages. Appointments to the Trade Boards of representatives of workers and employers and some independent members were the direct responsibility of the Minister of Labour.
